Fix Vancouver's infrastructure inequality — the same hazards that would be repaired immediately in a wealthy neighbourhood must be repaired immediately in the Downtown Eastside.

Vancouver will stop measuring success by how many people are managed in crisis and start measuring it by how many people recover, work, and rebuild their lives — with audited numbers, a public dashboard, and a first-term target of 1,000 verified full-pathway completions.

A 24/7 AI-assisted City Hall front desk that answers plain-language questions, triages 311 requests, guides permits, and gives every resident a tracking number — with a human accountable for every consequential decision.

An opt-in civic digital ID so residents without traditional documents — including many in the DTES — can access services and take part.

A voluntary partnership with the demolition industry: recoverable metals go into City-provided Recovery Works bins instead of the landfill, and into paid transitional jobs instead of nowhere.

The City cannot force a company to hand over scrap, so participation is earned through real, voluntary incentives for demolition contractors who partner with Recovery Works.

Quarterly, public reporting so residents — not press releases — judge whether Recovery Works is delivering real jobs, real recovered material, and real value for the City.
